10th EU - India Summit [New Delhi 6 November 2009]

An important outcome was the signing of the India-EU Agreement in the field of Fusion Energy Research. This agreement underscores the growing importance
of energy security and clean energy in India-EU cooperation. The agreement aims at intensifying cooperation to develop scientific understanding and technological
capability underlying the fusion system in the long term. It aims at developing a specific agenda for fusion research cooperation that goes far beyond
ITER (International Thermonuclear Experimental Research project). The agreement mark India’s formal participation in ITER, an ambitious multi-country
project to be based in Cadarache in France at an estimated cost of about 4.6 billion Euro (Rs 25,000 crore). The project involves the US, EU, Russia,
China, Japan and South Korea.
Indian Prime Minister Dr. Manmohan Singh said that, "Despite the economic slowdown, I am happy to note that trade in goods and services between India
and the European Union has doubled over the past five years to reach almost 80 billion euro. We agreed to expedite the conclusion of a balanced and mutually
beneficial Broad Based Agreement on Trade and Investment that will lead to increased economic opportunities and creation of jobs as well as wealth."
The Indian Prime Minister urged the European Union to facilitate movement of people, professional, business-persons, students, civil society and tourists
through a friendly visa regime.

9th EU - India Summit [Marseille, 2008]

The EU-India Summit was held in Marseille on 29 September 2008. The Republic of India was represented by the Prime Minister, Dr. Manmohan Singh; Shri
Kamal Nath, Minister for Commerce and Industry; and Shri M. K. Narayanan, National Security Adviser. The EU was represented by the President of the French
Republic, Nicolas Sarkozy, in his role as the President of the Council of the European Union, José Manuel Durão Barroso, the President of the European
Commission, Dr. Javier Solana, the High Representative for the Common and Foreign Security Policy, Mr Bernard Kouchner, French Foreign Minister, Mme Anne
Marie Idrac, French Secretary of State for external trade and by Mr Peter Mandelson, European Commissioner for Trade. The Leaders discussed regional situations,
global issues and the strengthening of EU-India relations.
This summit constituted a new phase in EU-India relations and facilitated discussion on regional issues of mutual interest to the EU and India and on
major global challenges such as the climate, energy and the world food situation. The EU-India Joint Action Plan (JAP), was adopted in light of the challengs
such as Climate change, terrorism and instability on the one hand and the unprecedented pressure on energy and natural resources, including foodstuffs
on the other and on the basis of the shared values expressed in the 2005 JAP. Through this 2008 JAP, the EU and India resolve to continue to build on
the achievements of the past three years and ensure further progress through better coordination and a stronger cooperation in the coming period.
The summit gave fresh impetus to negotiations started in 2007 with a view to concluding a maritime agreement and a free-trade agreement with India. The
EU is India's primary commercial trading partner and a major investor in several sectors essential to the pursuit of Indian growth (energy, transport,
and telecommunications). This agreement will stimulate trade between the EU and India, which has been growing continuously since 2002. The summit reviewed
negotiations aimed at reaching a horizontal aviation agreement.
The two sides signed the renewal of their cooperation agreement on science and technology as well as a Memorandum of Understanding on EC- India development
cooperation 2007 – 2010 amounting to 260 million euro covering health, education, civil aviation and academic and cultural cooperation. In addition, the
EC provided 7 million euro for the creation of a European Business and Technology Centre (EBTC) in New Delhi to foster links between the business and
scientific communities from both sides.

The eighth India-European Union Summit was held in Delhi on 30 November 2007. The Republic of India was represented by Prime Minister Dr Manmohan Singh,
Shri Pranab Mukherjee, External Affairs Minister, Shri Kamal Nath, Minister for Commerce and Industry, Shri M K Narayanan, National Security Adviser.
The EU was represented by Mr Jose Socrates, Prime Minister of Portugal, in his capacity as President of the European Council, by Mr Jose Manuel Barroso,
President of the European Commission, Mr Peter Mandelson, European Commissioner for Trade, and Mr Joao Gomes Cravinho, Portuguese Minister of State for
Foreign Affairs and Cooperation.

The European Union and the Republic of India benefit from a longstanding relationship going back to the early 1960s. The Joint Political Statement of
1993 and the 1994 Co-operation Agreement, which is the current legislative framework for cooperation, opened the door to a broad political dialogue, which
evolves through annual Summits, regular ministerial and expert level meetings.
In 2004 India became one of the EU’s “Strategic Partners”
(Joint Press Statement).
Since 2005, the Joint Action Plan is helping to realise
the full potential of this partnership in key areas of interest for India and the EU.
